Abstract: This report focuses on identifying institutional and social gaps and needs related to crisis management, the impact of the health crisis on the state of local revenues and expenditures, and municipal services in the areas of education, social protection and child protection, culture, and communal activities. The report is a compilation of key findings and recommendations from three separate research reports, whose common goal is to create a solid analytical-information basis for making well-informed decisions in times of crisis and directing scarce resources to key sectors and segments of the population that need them most.
