Title: The Role of Social Partners in Collective Agreements Negotiations in R.M.: The Period from 1990-ties to 2012

Abstract: The focus of this paper is on collective negotiations of social partners in the period of 1990-ties- 2012. The research includes political aspects, i.e. the view from distribution of political power of the social partners (Unions, Employers and the Government). The research addresses the participation of political actors which posses certain political power. Those actors have ability to enforce their interests (economical, political and social) which in the same time makes them political actors. The questions related whit collective negotiations in R.M. is in correlation whit the question of relations between The Union, from one side and the Organization of Employers from the other. The last remark points out toward the culture of making social dialog. The need for research of the role of the social partners in collective negotiations, and in this context and of the work of the unions in R.M., is initiated from the need of solutions for some actual problems which are obstacle for more intensive negotiations. The expected results are more Collective Agreements of all levels. The main thesis is that The Union as one of the main subjects of collective negotiations in R.M. is the weakest actor in the all negotiation process.
